What is an Enterprise System?

An enterprise system is an integrated software platform that coordinates all the information and processes across an organization. Originally developed for manufacturing, the ISA-95 standard provides a proven framework that translates directly to government operations.

Why ISA-95 for Government?

  • Row offices are production lines - Each processes "work items" (permits, filings, cases) through defined workflows
  • Citizens are customers - They expect quality service, timely delivery, and transparent status

The Four Levels Explained

  • Level 4 (ERP) - Long-term planning: budgets, workforce, strategic initiatives. Answers "What should we do this year?"
  • Level 3 (MOM/MES) - Operations: work orders, scheduling, resource allocation. Answers "What are we doing today?"
  • Level 2 (SCADA) - Real-time monitoring: dashboards, alarms, KPIs. Answers "What's happening right now?"
  • Level 0-1 - Physical processes: the actual work being done (not shown here)

How to Use This System

  • Start with SCADA - Get real-time visibility into all departments. Identify bottlenecks and issues.
  • Drill into MES - See individual work orders and cases. Track progress through workflows.
  • Review MOM - Understand cross-functional operations. See how departments coordinate.
  • Plan with ERP - Make data-driven budget and staffing decisions based on actual operations.

Key Metrics

  • OEE (Overall Equipment Effectiveness) - Measures how well a department uses its time: availability ร— performance ร— quality
  • Cycle Time - How long to complete a typical work item (permit, filing, case)
  • Backlog - Work waiting to be processed; indicates staffing needs
  • First-Pass Yield - Percentage completed correctly the first time
